The State of Texas Emergency Assistance Registry, commonly known as STEAR, is a free program offered by the State of Texas to help local emergency management planners and responders better understand the needs of residents during an emergency.
STEAR allows individuals to voluntarily register information related to disabilities, medical needs, functional needs, mobility limitations, communication barriers, personal care assistance needs, or transportation challenges.
Who Should Register?
Residents are encouraged to register with STEAR if they:
- Have a disability
- Are medically fragile
- Have limited mobility
- Have communication barriers
- Require additional medical assistance during an emergency
- Require personal care assistance
- Need transportation assistance during an emergency event

Registering with STEAR does not guarantee that you will receive a specific service during an emergency. However, the information provided can help emergency management officials and responders better plan for the needs of the community.
